Paul mentions mixed marriages, the early Church must have permitted believers to marry non-believers. They had come into the Church of their own volition as adults.
And a mixed marriage is permitted only when both partners were outside the Church when the marriage took place.
The testimony of Scripture and Tradition specifically and emphatically denies any notion that marriage between Orthodox and heterodox is a practice that can be "justified by both the Bible and the history of the Church"!
